UN report says sexual violence against civilians and POWs in Ukraine widespread and abhorrent

UN documentation of sexual violence

The United Nations Office of the High Commissioner for Human Rights released a report stating that more than 1,000 incidents of sexual violence against civilians and prisoners of war have been recorded in Ukraine from the start of the conflict through July 2026. The report lists forms of abuse such as gang rape, genital mutilation, electric shocks and other degrading acts.

Attribution of responsibility

According to the UN findings, Russian authorities—including members of the armed forces, prison service and national security service—were responsible for 89 percent of the documented cases. The report notes that sexual violence was especially prevalent among detainees held by Russian forces, with a large share of former prisoners of war and civilians experiencing repeated abuse. Ukrainian authorities were linked to the remaining 11 percent of cases, most of which involved threats rather than physical acts.

Victim profile and examples

The majority of identified victims were men, particularly those detained in prisons and POW camps. The report describes instances where Ukrainian POWs were subjected to genital tasering using a Soviet-era field telephone device, as well as assaults with batons, keys and shovel handles. Women and children were also affected, with cases reported in occupied territories, including a four-year-old girl and an 82-year-old woman who were raped by Russian forces. UN High Commissioner for Human Rights Volker Türk expressed alarm over the prevalence of these acts and called for immediate cessation, emphasizing the need for concrete steps by the Russian Federation to protect civilians and detainees.

The UN mission continues to have unrestricted access to detention facilities, but the full extent of ongoing sexual violence remains unverified due to the evolving security situation in the conflict zone.
